Shelter company

A shelter company is a Mexican legal entity that lets a foreign manufacturer produce in Mexico under the shelter's own IMMEX program, permits and payroll.

The foreign company controls production, equipment and quality, while the shelter handles the legal entity, hiring, customs, taxes and compliance. It is a common way to start manufacturing in Mexico without setting up a full Mexican company. It is different from buying parts from an independent supplier, where the supplier owns the whole operation.
