Rules of origin
Rules of origin decide whether a product counts as made in a trade-agreement country and therefore qualifies for lower tariffs.
Under USMCA a part usually qualifies through a required change in tariff classification of its non-originating materials, a minimum regional value content, or both, depending on the product-specific rule. Automotive goods have stricter rules, for example 75% regional value content for passenger vehicles and core parts. Before sourcing a part in Mexico, ask the supplier where the main materials come from; imported steel, resin or electronics can decide whether the part qualifies.
